Smoke Free Housing Policy
 
Smoking WILL NOT be permitted anywhere on The City of Olean Housing Authority property, to include all buildings and grounds. in accordance with the following guidelines.
 
Effective January 1. 2018 all current and new residents, all employees, guests and visitors in
and/or on OHA property will be prohibited from smoking anywhere on The City of Olean Housing Authority property, to include all buildings and grounds.
 
Any resident, including the members of their household, guests, or visitors will be considered in violation of the Lease if found smoking on OHA property. Three (3) violations will be considered to be a repeated violation of the material terms of the lease and will be cause for eviction.
 
The first & second violations will result in written warnings. The third violation will result in a Formal Consultation. An additional violation after the Formal Consultation will result in termination of the lease.
 
No smoking signs will be posted on OHA property. Residents will be responsible to inform all their guests and visitors that The City of Olean Housing Authority property is entirely smoke free and that their housing may be affected by violators.
 
Residents are encouraged to promptly give Housing Authority Management (Not Maintenance) a written statement of the date, time and party involved with any incident where smoking (by the definition stated above) is observed or detected on OHA property. Smoking violations are NOT considered an emergency and calls to OHA Maintenance for smoking violations after normal maintenance hours will be subjected to the standing non emergency maintenance fines.
 
Upon adoption of this policy, all residents presently living in The City of Olean Housing Authority units will be given a copy of the policy. After review both incoming and current residents will be required to sign the Smoke Free Lease addendum. A copy will be retained in the residents file.
 
Definition of Smoking. The term “smoking” means inhaling, exhaling, breathing, or carrying or possessing any lighted cigarette, cigar, pipe or any other prohibited tobacco product including: e-cig, vapor devices, water pipes, hookah, marijuana or similar product in any manner or in any form.

Drug Elimination Policy

The Olean Housing Authority is dedicated to maintaining a drug-free environment in its housing complexes. To that end, Neighborhood Watch Programs have been established in each family court.

You are advised that, under this neighbor-helping-neighbor program, any suspicious activity will be reported to the police immediately.

It is our intention to prevent drug traffic, deter thieves from breaking into apartments, and prevent unauthorized people from living in O.H.A. units without being registered.

While prescription medical marijuana is now legal in New York State it is NOT yet permitted in Federal Public Housing in any form (pills, patch, liquid or smoking). If you have a prescription for medical marijuana it does not prohibit you from residency, however, you may not store or use the product on OHA property. If you can provide documentation that your medical marijuana prescription is synthetic it will be permitted.

I understand that the Olean Housing Authority will not tolerate any drug related activity and I agree that, if I am placed in an apartment, I will cooperate with this program.

Your request is reasonable.

How do I file a request?

You can request a reasonable accommodation by filling out a Reasonable Accommodation Request Form available at the Olean Housing Authority main office at 132 N. Union Street Suite 118, Olean, NY 14760 or by calling 716-372-8262 during regular business hours. If you need help filing out this form, or if you want to give us your request in some other way, we will help you.

What happens after I file the request?

Your request will be reviewed and you will receive a response within 30 calendar days after we have received your request. If we turn down you request, we will explain the reasons.

You will have a right to a hearing if your request is denied.

Pet Policy

Pet Policy – Revised (1/28/03)

The Housing Authority has approved a Pet Policy that must be upheld by every tenant that owns a pet. If you are a pet owner and become a tenant of the Olean Housing Authority you must follow all the necessary steps. We require:

  1. You must pay a Security Deposit of $200 in advance for a cat or dog.
  2. Cats and Dogs must be spayed or neutered.
  3. You must show proof that all shots are current.
  4. No animal may exceed the weight limit of20 pounds at full maturity.
  5. You must receive approval from O .H.A. prior to the pet being brought into the apartment.
  6. You must provide O.H.A. with 2 pictures of the pet.

 

Tenants are allowed to have ONE PET. The pet policy specifically states that prior approval by the Authority is necessary before a pet is allowed on Olean Housing Authority property.

Note: If a pet is found on Olean Housing Authority property prior to receiving Authority approval, the applicant received after the fact will be rejected.

I understand that if I become a resident of the Olean Housing Authority that I will have to comply with the above rules and regulations and will do my part to notify the Housing Authority of any changes when and if they occur.

Policy for Community Service
 
POLICY FOR COMMUNITY SERVICE
 
Section 512 of the Quality Housing and Work Responsibility Act of 1998, which amends Section 12 of the Housing Act of 193 7, established a new requirement for non-exempt residents of public housing to contribute eight (8) hours of community service each month or to participate in a self-sufficiency program for eight (8) hours each month. Community service is the performance of volunteer work or duties that are a public benefit, and that serve to improve the quality of life,
enhance resident self-sufficiency, or increase resident self-responsibility in the community.
 
In order to effectively implement this new requirement, the Olean Housing Authority establishes the following Policy, effective July 1, 2001.
